Problem: Only PM approval is needed to update the study version to Lab Specs Approved status.

Reason:

 In the current approval flow you sometimes get to approve the first or maybe even the second version in one go, if there are no differences between the tests in STEP 3 and 10 and MTC. I have seen this happening with my test studies sometimes, when I have not done a lot of changes. Peter once explained to me that pretty much the same logic is used to see if a CSO approval is needed than for creating the MTC diff report. In theory: If the MTC diff report is empty, CSO approval is not needed, but it could be, that the logic is slightly different. The studies these days are pretty complex, so often you need both approvals.
